Building Code vs. Zoning Bylaw: Two Different Rulebooks

These two get confused constantly because both can stop a project, but they answer completely different questions. The building code governs how a structure is built — structural capacity, fire safety, egress, energy performance. Zoning bylaws govern where and what you can build on a lot — setbacks from property lines, maximum height, lot coverage, permitted use, and parking requirements.

A shed can be perfectly code-compliant in its construction and still be illegal because it sits inside a required setback, and a building can meet every zoning requirement on the books while still failing a code review for its fire separation. Getting a building permit generally means clearing both hurdles, which is why some jurisdictions review zoning compliance before the building code review even starts.
